These resources are designed to follow current Texas Education Agency guidance for locally created STAAR supplemental aids. TEA does not review or approve locally created supplemental aids. A resource's inclusion in this library does not make it automatically allowable for a particular student. Eligibility, routine use, documentation, individualization, and local testing procedures must still be reviewed before state assessment use.

Individualize. Select only the aid or small set of aids that the individual student routinely, independently, and effectively uses during instruction and classroom testing. Do not automatically provide every student with the same collection. There is no "complete STAAR packet."

These source resources were reviewed and kept as classroom/review materials only — because a permitted, unlabeled test-use version would be ambiguous, or because the type is not a permitted supplemental-aid category. Fail-closed (spec sections 9, 10, 26).

What "candidate" means

Every aid in this library is a candidate supplemental aid: it has been rebuilt to follow the current TEA format rules for a permitted aid type, so it is a candidate for test-day use. That is not the same as being allowable. A candidate is not TEA approved, not certified, and not automatically allowable for any student — TEA does not review or approve locally created supplemental aids.

Before a candidate is used during a STAAR administration, all of the following are decided locally, for the individual student: the student must be eligible and must routinely, independently, and effectively use that support during classroom instruction and testing; a local team (campus support / §504 / ARD) and the district or campus testing coordinator must review and document the decision; and the aid must be individualized — one aid or a small set per student, never the whole library.

A few aids are marked NEEDS TEA/LOCAL VERIFICATION, meaning their format is borderline and needs a human judgment call before any use. Resources that cannot become a compliant test-use aid are listed under Classroom-use-only above and remain instructional materials.
